WAIER: Fellowship 2007 - Dr Philip Paioff
WAIER initiated the awarding of Fellowships and Life Memberships in 2004.

Philip Paioff has served on WAIER's Committee continuously since 1992, including terms as Treasurer, Vice-President and President. With a distinguished record in professional development for teachers, he is currently Manager Professional Learning in the SSTU of WA.
Qualifications
Phil is a graduate from The University of Western Australia, completing a Bachelor of Arts (History Major) in 1979, a Diploma of Education in 1981. After gaining a Teacher's Higher Certificate with the Ministry of Education, Phil continued his UWA study, with Bachelor of Education in 1987, Masters in Educational Management (Leadership and Strategic Planning Major) in 1991, and Doctor of Education (Thesis: Performance management) in 2000.
Contributions to WAIER
Phil has been a member of WAIER and the Executive Committee since 1992. His service includes periods as Treasurer (1994-1996), Vice-President (1997-2000), President (2001-2006) and Immediate Past President (2007-2009). His many notable contributions include an instrumental role in the ongoing development of the WAIER Forum and its organisation since 1992, initiation of the WAIER Fellows Award, and obtaining significant sponsorship support for WAIER (including the Fogarty Foundation and Members Equity).
He was involved in the publishing of WAIER's marketing flyer, presided over the establishment of WAIER project portfolios, presenter of the WAIER Cameron Award (UWA) 1998-2007, and has represented and presented on behalf of WAIER at Professional Teaching Council of WA forums and forums run by Teaching Australia.

- Program Manager for Professional Development, Teachers Union WA. Developed policies and position papers for the strategic directions relating to professional learning programs designed to meet the professional and general career needs of government school educators 2005-2007

on behalf of the Australian Principals Professional Development Council 2001-2006
- Coordinator of the Australian Government Quality Teaching Program on 'Instructional Intelligence, in conjunction with Associate Professor Barrie Bennett and the Fremantle & West Coast Education Districts, in 2006 (research/proposal and access to funding) and 2007 (program delivery and review)
- Program Manager for Professional Learning, Professional Learning Institute. Developed best practice principles framework and specialised programs to address the professional learning needs of graduate teachers in government schools (program is now compulsory for all teachers in their first 2 years of service) 2004-2005
- Program Manager Maze 8. Researched the implications of schools seeking to utilise non-standard IT platforms (i.e. non SIS) and presented a position paper to Office of the Director General
- Research and Development Officer, Mount Lawley SHS (major papers on effective middle schooling, and value of senior school and tertiary educational links. Resulted in significant changes to policies and programs)

- Presented papers at local, state, national and international conferences and forums run by WAIER, Australian Council for Educational Leaders, Heads of Department Association, School Education Districts, Social Science Association, Professional Teaching Council of WA, UWA, Australian Principals Professional Development Council, Department of Education WA, Catholic Education Office WA, as well as provide general support for schools, associations and postgraduate students in the field of education.
