Fellowship 2006: Dr Philip Deschamp
WAIER initiated the awarding of Fellowships and Life Memberships in 2004.

Philip Deschamp was a member of WAIER's executive during the1980s and served in the positions of President, Vice-President and Secretary. He played a significant role in helping to establish this wonderful Forum which celebrated its 21st birthday on 5 August 2006.
Philip obtained his PhD in 1982, with a thesis focused on unobtrusive research and evaluation methodologies. He also has an Honours degree in Education, majoring in Curriculum and Research Methodology, and a Bachelor of Arts degree, majoring in Philosophy.
After a distinguished career in the public sector, he has been a director of EasyMark Pty Ltd and Precision Information Pty Ltd for the past 15 years.
His numerous awards include:
- The Educational Research Development Committee Training Fellowship (1979)
- Convocation Prize in Philosophy (University of WA, 1973)
- Life Membership of the Paraplegic Quadriplegic Association of Western Australia (1988)
- Offered Executive Development Programme by the State Public Service Commission (1989)
- Presented with the Bicentennial Medal by the Governor General (2003)
Philip's contribution to the educational research within Western Australia is wide and varied, including, most recently:
- Principal's performance management template survey. A state-wide survey conducted for the Department of Education and Training, 2006.
- SIS review report. A survey of schools that have commenced the implementation of the SIS Software, conducted for the Education Department of Western Australia, 2005.
- Curriculum framework implementation report. A state-wide survey for the Curriculum Council of WA, 2005.
- Post school intentions and student satisfaction survey - 2001. Conducted for the Cannington and Swan District Offices.
- The impact of RM's mathematics software on aboriginal students' achievement in and attitude towards, mathematics, conducted for RM Australia, 2002.
- Merit promotion survey, conducted for the Western Australian Primary Principal's Association, 2001.
- Quality teaching project: Monitoring and evaluation strategy, conducted for the Catholic Education Office of Western Australia, 2001.
- Local Area Education Planning - Wanneroo/Neerabup Area. Conducted for the Education Department of Western Australia, Joondalup District, 2000.
His remarkably extensive community service in education and other sectors includes:
- Member of editorial panel of the Australian Journal of Education (1987-1988)
- Member of the editorial panel of Curriculum Perspectives (1988- )
- Member of the Australian Association for Research in Education (1986-1988)
- Council Member of the Australian Council for Educational Research (1987-1988)
- Member Australian Co-operative Assessment Project (1985-1986)
- Member Australian Science and Technology Advisory Council (1988-1989)
- Member of the Technology and Industry Advisory Council of Western Australia (1990-1995)
- Chairman of Ministerial advisory committee appointed to recommend to the WA Minister for Health regarding the implementation of the Disabilities Services Act in Western Australia (1988-1989)
- Member of the Equal Opportunities Tribunal (1989-1995)
- Chaired and advised numerous Ministerial Advisory Councils and Taskforces for Disability Services since the late 1980s.
